The EI Toolkit provides guidance, processes, tools and templates to be used to select the COTS software package and the systems integration contractor to implement the COTS software.
Commercial best practices have been incorporated throughout the preparation, RFP, evaluation and contracting processes and tools.
The tools and templates should be used as a baseline and augmented to meet the specific needs of each program.
Focus of this section is on the acquisition of Systems Integration services, where the greatest amount of money is spent and the greatest level of risk occurs.
