DoD 5000 and the EI Toolkit
New in the EI Toolkit: DoD 5000/EI Toolkit Alignment
First it is important to clarify — the EI Toolkit is not meant to replace the DoD 5000. The intent is to take the existing DoD 5000 framework and streamline/tailor the requirements and timing for COTS Enterprise Business Solutions and incorporate these into the EI Toolkit.
There is a DoD 5000 COTS Streamlining Team in place who has been working with the oversight community on streamlining opportunities. The first objective of the COTS Streamlining Team was to align the Milestone Decision points to a typical COTS Enterprise Business Solution program lifecycle. This has been accomplished with general agreement from the oversight community. (See the EI Toolkit Roadmap for milestone placement.) The Team is continuing to work with the oversight community to determine what the appropriate requirements should be at each of these COTS milestones.
As progress is made, updates will be announced on the EI Toolkit home page and included within the processes and steps of the Toolkit. In the interim, you are greatly encouraged to work with your Component, Domain Owner and with NII Acquisition to propose a streamlined oversight process for your program.
