Initiation
- The purpose of the Initiation phase is to define the business case and scope and obtain resource approvals.
- The EI Toolkit provides guidance, processes and tools to define your program needs and determine how to best meet these needs through an external acquisition.
- Tools and templates should be used as a baseline and augmented to meet the specific needs of each program.
- To assist or complete these critical steps, program managers are encouraged to use an external third party expert who does not have a vested interest in the award of the software or systems integration contract.
