Secure and review applicable information available.

Complete Project Charter Template to include: Goals and Objectives, Approach, Resources, Risks, Dependencies, Budget, Schedule.

Ensure Project Charter includes elements required by AV-1.

Forms a working level integrated product team to develop the information assurance strategy.

Define acquisition strategy and include as exhibit to Project Charter. Include in the Acquisition strategy that modular contracting will be used and the program will be implemented in phased, successive blocks, each of which meets part of the mission need and delivers measurable benefits, independent of future blocks.

Meet with sponsors and key stakeholders as necessary to complete additional components of the Project Charter template
